Although other point I should have mentioned e.g. in the note about why UK doesn't have a fund, is that Norway doesn't have that many people in it. Pop is 5.5m and in 1970 it was 3.9m. So the money goes a lot further!

Isn’t social security kind of like this?

Difference is that it is designated to be used up at a certain rate

But similarity is that it’s a state managed huge pot of money. I’m not sure what social security is invested in, so that may be another difference.
